BOARD OF GOVERNORS REGULAR MEETING
MINUTES
Tuesday, October 19, 2004 - 7:30 P.M.
T.P.C. Clubhouse


President Ira Josephson called the meeting to order at 7:35 p.m. Those directors present were, Ira Josephson, Ted Scatcherd, Nancy Frank, Mark Mills, Joan Casagrande, Harvey Morrow, and Mickey Berk.

Absent: None

Management: Lou Brawer

Frank, Weinberg & Black: Steve Weinberg Esq.

Mr. Josephson took the opportunity to introduce Mr. David Pelzman who is the new General Manager of the T.P.C. Mr. Josephson told the Board that he and Mr. Brawer had a meeting with Mr. Pelzman last week and that Mr. Pelzman had some concerns that he wanted to bring to the Board.

Mr. Pelzman started off by thanking the Board for this opportunity. He said that he was very pleased with the working relationship that has developed between him and Mr. Brawer.

Mr. Pelzman went on to state that there are two major concerns that he and the management of T.P.C. currently have. The first is the number of non-golfers that are on the course and are being put into dangerous situations. Mr. Pelzman told the Board of two boys that were almost hit by a golf ball, about mothers with strollers walking on the cart paths, and about kids riding bicycles across the course.

The other area of concern is the vandalism that is happening to the bathrooms located on the corner of Eagle Trace North and East. Mr. Pelzman reported that he has sent over $1300 on just new locks. It seems that the bathrooms are being broken into every weekend. It was suggested that T.P.C. should look into roll up type doors.

Mr. Josephson stated that he offered to help Mr. Pelzman with a letter to be sent out to all residents stating that the course is private property and not part of the community's common element.

Mr. Mills said that he will work with Mr. Pelzman on cameras for the bathrooms.

Mr. Josephson stressed that the Board cannot do anything more for T.P.C. than they do for other residents but are willing to help wherever possible.

Mr. Shira of Wackenhut stated that the duty of the patrol officer is to observe and report. They are not of police officers. They have no arrest powers and are not permitted on private property.

Mr. Josephson thanked Mr. Pelzman for attending and again stressed that the Board is committed to helping T.P.C. in solving these problems.

APPROVAL OF THE MINUTES

Mr. Josephson asked that a MOTION be made to accept the Minutes from the Regular meeting held on September 23, 2004 and the Special meeting held on October 7, 2004.
A MOTION was made by Mr. Scatcherd and seconded by Mrs. Frank to approve the Minutes of these meetings. THE MOTION PASSED 7 YES and 0 NO.

TENNIS CENTER RENOVATIONS

Mr. Brawer showed pictures and explained the renovations that were taking place at the Tennis Center. The following projects are completed:
Landscaping
Interior painting
Fence posts scraped and repainted
Benches and awning cleaned and metal areas touched up
Tops of nets cleaned
New drink holders installed on all courts
All sidewalks and bleachers pressure cleaned
Clay added to courts 3, 4, 6, and 7


FINANCIAL REPORT

The Financial Report for September 2004 has not been completed at this time.


LEGAL REPORT

Mr. Weinberg reported that there are presently three collection matters in his office: 1 bank foreclosure (sale set for October 25, 2004); 1 bankruptcy; and 1 resident are working through a payment arrangement.

The Board has asked Mr. Weinberg to follow up on the resident that has work pending to hide their fountain.

Mr. Weinberg was pleased to announce that there are no other matters presently with his office.


PROPERTY MANAGERS REPORT

Mr. Brawer presented his report, which was presented to each Board member in written form. A copy of Mr. Brawer's report is attached to these Minutes and will be placed on the web site for residents to review. Some of the key points that Mr. Brawer reported on included:
1.) Street sweeping was completed last week. The next scheduled street cleaning will take place on December 8 & 9, 2004.


2.) Mr. Brawer went on the report that the current membership at the Tennis Center is:
a. Resident Single 36
b. Resident Family 10
c. Non-Resident Single 101
d. Non Resident Family 7
e. Junior 0

The Board questioned why it was reported that there were so many new members and that these were not reflected in the above numbers. Mrs. Casagrande stated that she has asked Ann Marie for a list of who has left the club and the reasons why. This information will be shared with the rest of the Board.

3.) Mr. Brawer reported that plans are complete for the October 23rd Breast cancer Fund Raising event at the Tennis Center.
4.) Plans have also been finalized for the annual Halloween Block Party on October 30, 2004. Mr. Brawer hopes that all Board members will be able to attend.
5.) Mr. Brawer reviewed the plans for Halloween night. He announced that he has hired two off duty Florida Highway Patrol officers to help patrol along with Wackenhut, the Eagle Trace staff, and volunteers.
6.) Mr. Brawer shared with the report received from Mr. Eric Ackerman concerning the use of the web site. Everyone was surprised with the number of "hits" that the site received.


ARC REPORT

Mr. Brawer presented the ARC report for the Committee and explained the different applications. All applications except one were recommended for approval. .

A MOTION was made by Mr. Berk and seconded by Mr. Scatcherd that the ARC report be approved as recommended by the committee. MOTION PASSED 7 YES and 0 NO.


NEW BUSINESS & AUDIENCE COMMENTS

Mrs. Casagrande again urged all Board members and residents to come down to the Breast Cancer tennis event.

Mr. Friedman urged all residents to attend the Slice of Springs to be held on Thursday, October 21, 2004 at Riverside Elementary School. This event will give residents a chance to express their concerns about city services.

Mr. Brawer reported that he received a phone call from The Beautiful Mailbox Company stating that they are going to repaint the black mailboxes at no cost to either the Association or the residents. The work was suppose to start after Hurricane Francis but was postponed because of all the debris, Mr. Brawer is working on rescheduling the work.

NEXT MEETING

The next meeting of the Board of Governors will be held on Thursday, November 18, 2004 at 7:30pm. The meeting will be held at the T.P.C.
