BOARD OF GOVERNORS REGULAR MEETING
MINUTES
Wednesday, October 18, 2006 – 7:30 P.M.
Management Office located at the Tennis Center

 

President Marty Friedman called the meeting to order at 7:30 p.m.  Those directors present were, Marty Friedman, Nancy Frank, Harvey Morrow, Mark Mills, Mickey Berk, and Renee Waltz.

Absent: Ted Scatcherd.

Management: Lou Brawer

Mr. Friedman opened the meeting by thanking everyone for attending tonight’s meeting. He reminded the audience that this meeting was called solely to talk about and approve the 2007 Operating Budget.

He did point out however that there is one other issue that the Board needs to address and that is an ARC appeal from Dr. & Mrs. Weiner of 12681 Magnolia Court.

APPEAL BY DR. & MRS. WEINER OF 12681 MAGNOLIA COURT

 

Mr. Friedman explained to the Board that Dr. & Mrs. Weiner had painted their home without first getting approval from the ARC Committee and this Board. The color that was chosen is not congruous with the rest of Eagle Trace and was rejected by the Board at the last meeting after Dr. Weiner submitted an after the fact application.

Dr. Weiner addressed the Board and explained that he did not know that he needed approval and when he asked his painter he told him that Board and city approval was not required.

Mr. Friedman explained that the house appears to have two different shapes of pink and that coupled with the “brightness” of the color was the reason for the denial.

The Board discussed the matter and allowed Dr. Weiner to go back and talk with his painter to see what he will do and report back to the Board. Once the Board has this information they will make a final determination of when and how the house will be repainted.

At the present time however the denial by the Board stands.

Dr. Weiner thanked the Board and said that he will report back.

The Board talked about the need for an Eagle Trace Paint Pallet and the ARC Committee was asked to start preparing one for future consideration by the Board.

2007 BUDGET PRESENTATION

 

Mr. Brawer was given the floor and he explained the line items on the budget that went up from 2006 and the reasons why.

Mr. Friedman explained the insurance situation and the reasons why it is being suggested that we self insure for windstorm coverage:

  1. $100,000 premium
  2. $100,000 deductible
  3. Number of items that will not be covered
    1. Lights
    2. Fences
    3. Street signs
  4. Cost to replace current roofs

After this explanation everyone seemed to be in agreement that this was the correct course of action.

The question was raised if we needed a separate reserve account for this self insurance and Ms. Eskew explained that since we are a Homeowner’s Association that we do not.

A MOTION was made by Mr. Morrow and seconded by Mr. Berk to approve the 2007 Eagle Trace Community Association Operating Budget as presented by Management.

The total amount of the budget is $1,623,001.76 which will result in an Annual Assessment $1,956.01 and a quarterly assessment of $489.00 for the members of the Master Association.

Members of neighborhood Associations will pay an assessment of $1,467.01 annually or $366.75 quarterly. This will be added their

The budget goes into effect on January 1, 2007.

MOTION PASSED 6 YES and 0 NO.

Before the vote the audience had an opportunity to express their feelings and to ask questions. Everyone in attendance seemed to be in favor of the Board’s action and the budget itself.

The meeting was adjourned at 8:05pm. The next meeting will be a regular Board Meeting and will be scheduled once it is known when the renovations on the TPC clubhouse will be completed.
