BOARD OF GOVERNORS REGULAR MEETING
MINUTES
Thursday, February 2, 2006 - 6:30 P.M.
T.P.C. Clubhouse
President Ira Josephson called the meeting to order at 6:30 p.m. Those directors
present were, Ira Josephson, Marty Friedman, Nancy Frank, Harvey Morrow, Mickey
Berk, and Ted Scatcherd.
Absent: Mark Mills.
Management: Lou Brawer
Attorney: Steve Weinberg Esq.
Mr. Josephson opened the meeting by thanking everyone for attending. He informed
the audience that the primary purpose of this meeting was to address the last
major issue resulting from Hurricane Wilma, the Tennis Center. Tonight's meeting
is the culmination of much work by the Board and Management.
FINANCIAL REPORT
Mrs. Frank presented the following Motion to help tie up some loose ends before this Board's term ends in March.
MOTION is to require that any and all financial accounts that are currently open with Banco Popular, Wachovia, and Smith Barney and any future accounts opened by the Board of Governors of Eagle Trace Community Association Inc. be required to have two officers sign for any actions or orders to those accounts including but not limited to withdrawals, transfers, and distributions.
This MOTION was made by Mrs. Frank and seconded by Mr. Morrow. The MOTION passed 6 YES and 0 NO.
TENNIS REPORT
Mr. Friedman presented the following Motion that deals with the renovations of the tennis courts.
MOTION to make the Eagle Trace Tennis Facility into a free community amenity
consisting of 5 courts surfaced with Hard-Tru clay. The courts will have new
lighting fixtures installed. Daily maintenance will be performed by the Eagle
Trace Maintenance staff on a schedule to be determined by the Association Manager.
The two courts that are owned by Vizcaya and leased to Eagle Trace will also
be resurfaced with Hard Tru clay and will also have new lights installed. The
remaining 4 courts will be used as an additional free community amenity with
the exact use to be determined at a later date.
The use of the courts will be limited to Eagle Trace residents, Venetian Isles
residents, Vizcaya residents and their guests. Use of the courts by teaching
pros will be determined at a later date.
This MOTION will authorize our Association Manager to purchase the necessary
clay for the renovations from Fast Dry Corporation at a cost of approx. $4,000
and the lighting for the seven (7) courts from RSL Lighting at a cost of $27,000
for materials and $8000 for installation. Additionally this MOTION authorizes
the Association Manager to spend up to $2,000 additional for miscellaneous materials
and supplies needed to get the courts up and running. All funds for this MOTION
will come from our anticipated insurance settlement from Hurricane Wilma.
After some brief discussion by the Board the MOTION was made by Mr. Friedman and seconded by Mrs. Frank. The MOTION passed 6 YES and 0 NO.
PROPERTY MANAGERS REPORT
Mr. Brawer reported to the Board that the first 4 tennis courts have had clay installed and will be open for play starting tomorrow, February 3rd.
The lighting supplier has the fixtures in stock and now that the above MOTION has been passed he will start the process rolling to get them delivered and installed. This should be completed within the month.
Also now that the MOTION passed additional clay will be ordered for the remaining three courts. This should be able to be delivered sometime next week.
The maintenance staff has been informed on their new work schedules and they are looking forward to working again on tennis.
Finally Mr. Brawer said that this weekend will be a "soft opening" for the courts and assuming everything goes smoothly signs will be posted at the gates on Monday informing residents that the tennis courts are again open. A letter has been prepared to all residents and that too will be mailed out next week.
NEW BUSINESS & AUDIENCE COMMENTS
Since there were several residents present that asked to speak Mr. Josephson
opened the floor to hear their comments:
The first gentleman reported to the Board that there is still a problem with children playing on the golf course. Mr. Josephson explained that letters have been sent out and has offered the TPC assistance. He also pointed out however that this is private property and the Association has no rights to enforce trespassing violations.
The next question had to do with the broken East exit gates. Mr. Brawer reported that the cable that is under the road to supply power and signals to this gate has broken. Our gate company has been notified and are scheduling the repair work once the needed parts arrive.
There were several procedural questions concerning the tennis courts and the Board and management tried to answer them the best way possible.
